INVITATION TO BID

Separate sealed bids for construction of the Custer County – Mizpah Road over Strevell Creek Bridge Replacement will be received by the office of the Custer County Commission at 1010 Main Street, Miles City, MT 59301 until 2:00 p.m. local time on March 15, 2017 and then publicly opened and read aloud.
The project consists of the construction of a new bridge located approximately 29 miles southeast of Miles City in Custer County, Montana. The new bridge will replace the existing single-span steel and timber bridge on Mizpah Road over Strevell Creek. The proposed, 68-foot single-span bridge will be constructed of precast prestressed concrete bulb tee beams on a driven pile foundation. Improvements consist of but are not limited to: structure excavation, supply and installation of random riprap, supply and drive steel pile, construction of cast-in-place concrete pile caps, wingwalls & end diaphrams, supply and installation of the bridge superstructure, bridge rail, approach guardrail, and other miscellaneous items.
Digital copies of the Bidding Documents are available at www.greatwesteng.com or www.questcdn.com for a fee of $20.00.  These documents may be downloaded by selecting this project from the “Current Projects Bidding” tab.  The contract documents, consisting of half size Drawings and Project Manual, may be examined or obtained at the office of Great West Engineering, located at 6780 Trade Center Avenue, Billings, MT 59101, phone (406)652-5000 in accordance with Article 2.1 of Instructions to Bidders.  Required deposit is $50.00 per set, which is not refundable.  
In addition, the Drawings and Project Manual may also be examined at all Montana Plan Room locations.
There will be a Pre-Bid Conference at the Mizpah Road over Strevell Creek Bridge site at 2:00 p.m. on March 1, 2017.  Interested Contractors are encouraged to attend.
Contractor and any of the Contractor’s Subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI).  Forms for registration are available from the Department of Labor and Industry, PO Box 8011, 1805 Prospect, Helena MT 59604-8011.  Information on registration can be obtained by calling (406) 444-7734.  All laborers and mechanics employed by Contractor or Subcontractors in performance of the construction work shall be paid wages at rates as required by Montana Prevailing Wage Rates. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.
Each bid or proposal must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond payable to Custer County, in an amount not less than ten percent (10%) of the total amount of the bid.  Successful Bidders shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount.  Insurance, as required, shall be provided by the successful Bidder(s) and a certificate(s) of that insurance shall be provided.
This project is funded in part with a grant from Treasure State Endowment Program (TSEP).
Bids may only be withdrawn as provided in Section 16.02 of the Instructions to Bidders after the scheduled time for the public opening of bids.
The right is reserved to reject any or all proposals received, to waive informalities, to postpone the award of the contract for a period not to exceed sixty (60) days, and to accept the lowest responsive and responsible bid that is in the best interest of the Owner.
All questions about the meaning or intent of the Contract Documents are to be submitted in writing to and must be received by Great West Engineering no later than 4:00 p.m. local time on March 6, 2017.  Questions received after this date will not be answered.  Oral questions will only be accepted at the Pre-Bid conference.  Written comments may be submitted to Brandon Duffey of Great West Engineering by mail at: 6780 Trade Center Avenue, Billings, MT 59101 or email at: bduffey@greatwesteng.com.  Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents. Available to
Mid-Rivers Phone & Internet Customers

Mid-Rivers offers low-income phone and Internet assistance to qualifying subscribers. Lifeline provides Federal Universal Service support to reduce monthly charges for telephone and/or qualifying Internet service paid by eligible low-income residential customers. Lifeline is available for stand-alone phone service, stand-alone Internet meeting minimum service standards, or bundled voice and Internet. Lifeline support for stand-alone phone service is scheduled to be phased out beginning December 1, 2019. Link-up provides Federal Universal Service support to reduce service connection and line extension charges paid by qualifying low-income residential customers residing on Tribal Lands. These assistances service are non-transferable and allow for only one discount to be applied to a qualifying household. Eligibility standards for these government assistance programs are determined by the Federal Communications Commission.
