Notice is hereby given that the Miles City City Council will hold a public hearing for the purpose of gathering comment and act on the Ordinance adopting the Miles City Urban Renewal Plan.
The public hearing is scheduled for Tuesday, October 28th, 2014, at 7:00 p.m.  The meeting will be held in the City Council Chambers, City Hall, 17 South 8th Street, Miles City, MT 59301.  
The Miles City Urban Renewal Plan is a plan that will address land use and economic issues in the downtown area. This plan provides goals and objectives to be implemented to attract investment and greater economic activity.
The City of Miles City intends to utilize Tax Increment Financing as part of the recommendations of the Urban Renewal Plan.
Within the district there is substantial structural deterioration, long-term land vacancy, and significant infrastructure needs. Many commercial buildings in the district are vacant or deteriorated and need renovation or demolition. Sidewalks are cracked or nonexistent, alleys are deteriorated, and, in general, much of the area is below city standards. Montana Code 7-15-4206(2) provides statutory guidance to determine the eligibility of an area of a city to be deemed as blighted. This continued lack of investment requires that action be taken by both public and private parties.  
The proposed district is legally described as:

Notice to Airport Engineers Request for Statements of Qualifications
Frank Wiley Field (Miles City Airport)
Miles City, Montana

The Miles City Airport Commission is formally requesting Statements of Qualifications for professional services from qualified airport engineering firms to assist in the completion of future projects at Frank Wiley Field (Miles City Airport).  The selection period is for up to 5-years (November 2014 through October 2018) and may include several FAA grants.  The projects covered by this request (subject to the receipt of Federal funding) may include some or all of the following:
•Design and construction phase services for airport projects to include:
•Rehabilitation of RW 4-22
•Rehabilitation of Northwest Apron
•Construction of Parallel Taxiway for RW 13-30 and RW 4-22
•Rehabilitation of Taxiway Lighting Systems and NAVAIDS
•Airport Pavement Maintenance
•Revenue Generating Facilities (Hangars, Fuel Systems, etc.)
•Construction Observation, Surveying and Administration for Airport Improvements
•Airport Planning
•Environmental Documentation for Airport Development Projects
•Annual Update of Capital Improvement Plan
•Updating the Sponsor’s DBE Plan and Goals
•Acquisition of Snow Removal Equipment
•Land Acquisition Services
Other miscellaneous services shall include incidental engineering and permitting assistance; assisting the Airport with updating their Airport Certification Manual; serving as the Sponsor’s representative to outside agencies including attendance at meetings as requested; and general surveying and mapping as needed.
A qualifications based selection process conforming to FAA Advisory Circular 150/5100-14E will be utilized.  Fee information will not be considered in the selection process and shall not be submitted with the Statement of Qualifications.  Fees will be negotiated for projects as Federal funds become available.  Prospective firms are advised that overhead rates must be in accordance with cost principles established within Federal Regulation 48 CFR Part 31, Contract Cost Principles and Procedures.
Statements of Qualifications shall be limited to thirty (30) pages, inclusive of all resumes, and pre-printed or other promotional materials.  The Statements of Qualifications shall include the firm’s legal name, address, phone number, experience of staff members to be assigned to projects and their experience with FAA regulations, procedures and processes, firms experience with similar FAA projects, names and references of persons knowledgeable with firm’s capabilities and performance, and familiarity with the airport.
The selection will be based on the following criteria:
•Capability to perform all or most aspects of the anticipated projects.
•Recent experience with airport projects comparable in scope to the anticipated projects.
•Familiarity with Frank Wiley Field.
•Key personnel’s professional qualifications; their experience and availability for the anticipated projects; their reputation and professional integrity and competence; and their knowledge of FAA regulations, policies, and procedures.
•Quality of previous projects.
•Demonstrated ability to meet schedules and deadlines.
•Ability to provide qualified construction observation personnel for the anticipated projects.
After review of the Statements of Qualifications received, the Miles City Airport Commission may selected a firm based solely on the submittals received, or conduct interviews with two or more of the top ranked firms.
Interested airport engineering firms shall submit six (6) original copies of the Statement of Qualifications by 5:00 PM, local time, November 7, 2014 to the Miles City Airport Commission, PO Box 910, Miles City, Montana 59301.  Proposal documents should be clearly marked on the outside of the envelope with “Statement of Qualifications and Experience for Airport Consultant Selection”.  Any questions regarding this request should be directed to Keith Brownfield, Chairman, Miles City Airport Commission, 406-234-2585.
The Miles City Airport Commission reserves the right to reject any or all proposals and specifically, to reject any or all responses or proposals deemed unqualified, unresponsive to the stated conditions and requirements, unsatisfactory, and/or inappropriate.  The Miles City Airport Commission further reserves the right to change in incidental respects the eventual engineering contract in regards to its scope, required services, and duties from the descriptions provided herein.
